The EU Blue Card is a residence title for academics outside the EU who wish to work in an EU Member State. To obtain an EU Blue Card, applicants are required to have a university degree and a work contract which meets the minimum gross salary requirement.

One of the easiest EU countries to get residency is Cyprus. There are more than 15 ways to obtain a residence permit in this country, including permits for financially independent persons, digital nomads, and volunteers.
The following EU countries issue the EU Blue Card:
Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Finland, France, Germany, Greece, Hungary, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden.
Ireland and Denmark do note issue the blue card.
“There are no language requirements defined by EU blue Card law. It may be helpful to be able demonstrate a level of proficiency with a local European language, but it is not an obligation”.
